Regulating concessions of toll motorways: An empirical study on fixed vs. variable term contracts

چکیده

Recent theoretical developments on concession contracts for long term infrastructure projects under uncertain demand show the benefits of allowing for flexible term contracts rather than fixing a rigid term. This study presents a simulation to compare both alternatives by using real data from the oldest Spanish toll motorways. For this purpose, we analyze how well the flexible term would have performed instead of the fixed length actually established. Our results show a huge reduction of the term of concession that would have dramatically decreased the firm’s benefits and the user’s overpayment due to the internalization of an unexpected traffic increase. 2008 Elsevier Ltd. Least-Present-Value-of-Revenue Auctions and Highway Franchising

In this paper we show that fixed-term contracts, which are commonly used to franchise highways, do not allocate demand risk optimally. We characterize the optimal risk-sharing contract and show that it can be implemented with a fairly straightforward mechanism—a least-present-value-of-revenue auction. Instead of bidding on tolls (or franchise lengths), as in the case of fixed-term franchises, i...

Discussion of Finance and Public-Private Partnerships

Borrowing from existing results, in particular Hart (2003), the authors argue that the benefits of PPPs to society lie only in efficiency gains in production (e.g. bundling and cost-cutting incentives) and allocation (e.g. improvements in the quality and quantity of infrastructure). They conclude that risk transfer to the private sector is most justified when the risk is endogenous (i.e. it is ...

Natural resource use with limited-tenure property rights

We study the dynamic harvest incentives faced by a renewable resource harvester with insecure property rights. A resource ‘‘concession’’ is granted for a fixed duration, after which it is renewed (with a known probability) only if a target stock is achieved. Despite the insecurity of this property right, simple concessions contracts can be designed to induce first best harvest trajectories. We ...

The influence of economic incentives linked to road safety indicators on accidents: the case of toll concessions in Spain.

The goal of this paper is to evaluate whether the incentives incorporated in toll highway concession contracts in order to encourage private operators to adopt measures to reduce accidents are actually effective at improving safety. To this end, we implemented negative binomial regression models using information about highway characteristics and accident data from toll highway concessions in S...
